Hello, this is Assembly Speaker John Pérez.

This is the week the Governor released his revised budget proposal.

We will be reviewing the Governor’s proposal carefully to determine its effect on jobs—positive, neutral or negative.

The Assembly is absolutely committed to the hard work of job creation—and our budget must reflect that commitment.

We have already passed several measures to spur job growth in the construction industry and the green economy. These policies should be a down payment on the kind of decisions we will be making in the Budget process.

The Assembly is committed to producing an honest budget that reflects the values and priorities of Californians—and to produce that budget in an open and transparent manner.

We cannot engage in the business-as-usual Sacramento approach to politics in closing such an enormous deficit, which is why we are returning to the traditional public process so that Californians have ample opportunity to weigh in and ensure that the budget matches their priorities.

The Assembly has held more than 50 committee and subcommittee hearings on the Budget.

Furthermore, we have held six forums throughout the state so that Californians from all walks of life could tell us directly what their priorities are.

More than 1900 Californians have participated in the forums in Palm Springs, Fresno, Sacramento, Reseda, San Diego and Albany.

I was struck at the consistency of the message throughout the state.

Californians expect us to focus on jobs, and their representatives must deliver on that priority.

Californians understand the difficulty in solving the deficit, and they believe that we should keep all options on the table and not embrace an approach that relies exclusively on cuts that kill jobs and hurt the economy.

We hear that.

And the Assembly will approach this heavy responsibility determined to find a solution that closes the deficit and promotes job creation, which is the absolute number one priority for our state.

Hola les saluda John Pérez, presidente de la Asamblea estatal de California.

Esta semana el gobernador hizo público su propuesta de revisión del presupuesto.

Nosotros revisaremos la propuesta del gobernador con mucho cuidado para determinar su efecto en el empleo—si es positivo, neutral o negativo.

La Asamblea esta absolutamente comprometida con la gran tarea de crear empleos—y nuestro presupuesto debe reflejar ese compromiso.

Ya hemos aprobado varias medidas para impulsar el crecimiento de la industria de la construcción y la economía verde.

Estas políticas deberían ser el ejemplo de los tipos de decisiones que llevaremos a cabo en el proceso del presupuesto.

La Asamblea también esta comprometida a producir un presupuesto honesto y que represente los valores y prioridades de los californianos—y para lograr ese presupuesto hay que hacerlo de una manera abierta y transparente.

Nosotros no podemos seguir utilizando politiquerías aquí en Sacramento para cerrar este inmenso déficit, y por esa razón que hemos regresado al proceso tradicional de apertura al público, para que así, los californianos tengan amplias oportunidades de examinar y asegurarse que el presupuesto se ajusta a sus prioridades.

La Asamblea ha llevado a cabo 50 audiencias públicas en comités y subcomités sobre el presupuesto.

Incluso, tuvimos seis foros públicos a través del estado para que los californianos de todas las condiciones sociales, tuvieran la oportunidad de decirnos cuales eran sus prioridades.

Más de 1900 californianos participaron de los foros en Palm Springs, Fresno, Sacramento, Reseda, San Diego y Albany.

Boosts Bill to Help Law Enforcement Protect CA Transportation Systems

SACRAMENTO – Assembly Speaker John A. Pérez (D-Los Angeles) today said public safety jobs should be viewed as a priority in crafting the state budget, reiterating his commitment to review the governor’s upcoming budget proposal in terms of its impact on jobs in our hard-hit state. Pérez made the comments at a Capitol news conference where he was joined by public safety leaders to call for passage of his legislation to protect Californians and tourists as they use public transportation systems.

“In spite of the enormous budget challenges facing our state, we need to ensure that public safety officials have adequate resources to perform their critical work,” Pérez said. “Recent budget debates have seen proposals that would reduce the number of law enforcement officers in California. I am deeply troubled by these proposals because reducing the number of police will result in communities that are less safe for people to live, work and start businesses and that will result in long term economic harm to our communities and our state.”

At the news conference Speaker Pérez pushed support for his AB 2324, noting the attempted car bombing in Times Square reminds us of the need to be vigilant and the recent Moscow bombings remind us that transit systems remain prime targets.

“AB 2324, which is sponsored by Los Angeles County Sheriff Lee Baca, creates ‘weapons free zones’ at public transit stations,” Pérez said. “The people of California deserve to know that when they walk into a transit station, they are safe and secure and that law enforcement has adequate tools and resources to maintain that security.”

AB 2324 would make it a crime to bring most weapons aboard public transit vehicles and into vulnerable areas of bus depots and train stations.  The bill will also make it a crime to knowingly avoid security screenings and strengthen penalties for repeat offenders engaging in certain dangerous crimes. AB 2324 is scheduled for a vote on the Assembly floor Thursday, May 13.

Assembly Effort to Focus on Jobs Impact of Governor’s Proposed Budget

SACRAMENTO – Assembly Speaker John A. Pérez (D-Los Angeles) reiterated today that the state budget will be developed on-time through a public process, not in closed-door meetings of the Big 5.

“We will develop the budget through a public process that includes full subcommittee and committee review,” the Speaker said.  Assembly budget hearings will be webcasted live, along with other types of committee hearings, as part of the Speaker’s efforts to increase transparency and promote public participation.  The Speaker said the hearings will focus closely on the impact the Governor’s budget has on jobs in California.  Speaker Pérez made his remarks at a Sacramento news conference where he reported on six public budget forums recently held throughout the state.

“Nearly 2000 people attended our budget forums,” the Speaker noted, adding, “The public recognizes the difficulty that exists in getting a two thirds majority and they are very frustrated with the choices before them.”  The Speaker hosted the budget forum held in Fresno.  Other forums were held in Orange County, Palm Springs, Reseda, Sacramento and San Diego.

Pérez (D-Los Angeles) reiterated that the state budget will be developed on-time through a public process, not in closed-door meetings of the Big 5. “We will develop the budget through a public process that includes full subcommittee and committee review,” the Speaker said. Hello, I’m Assembly Speaker John Pérez.

This week Senate President pro Tem Darrell Steinberg and I traveled to Washington DC as part of our effort to work more closely with our partners in the California Congressional delegation and President Obama’s administration to make sure that Californians have the federal support we need to ensure a strong and lasting economic recovery takes root in California.

This was a very productive trip. And I'm pleased to report significant progress with federal reimbursement requests at meetings we held with Speaker Nancy Pelosi and the California Congressional delegation. We also had a number of very productive discussions with members of the Obama administration, including a meeting with Secretary of Health and Human Services Kathleen Sebelius, where we discussed California’s budget and the implementation of federal health care reform.

One of the most important items we discussed is a six month extension of the enhanced federal match the state receives for its Medi-Cal program that serves California's low income seniors, disabled, and children and their families.

This extension is worth $1.5 billion to the California budget.

We were heartened to hear from Speaker Pelosi that she expects this to pass by the end of the month.

We also worked with our federal partners on implementing health care reform in our state so that Californians can begin to take advantage of extended coverage options and groundbreaking new patient protections as soon as possible.

California is clearly in a health care crisis. And the new protections in this bill, including outlawing practices of denying coverage for pre-existing conditions, are a vital of our economic recovery.

At the state level, work continues on legislation I’ve introduced that helps Californians take advantage of the newly expanded coverage and patient protections.

Of course job creation continues to be our main focus at the state level and I’m pleased our meetings in Washington this week show we have a strong partnership in those efforts.

I look forward to continued cooperation at every level, and I’m confident that I’ll be able to maximize the tools we need to create jobs, balance the budget and protect Californians.

Este fue un viaje muy productivo y me da mucho gusto informarles que logramos un progreso significativo con nuestra petición de reembolso en nuestra reunión con la presidente del Congreso Nancy Pelosi, y la delegación de California en la cámara de representantes. También nos reunimos con funcionarios de la administración Obama, y con la secretaria de Salud y Servicios Humanos Kathleen Sebelius para discutir sobre el presupuesto estatal de California y la implementación del Acta Federal de la Reforma de Salud en California.

Uno de lo temas más importante que tratamos es la extensión de 6 meses de los fondos federales que se reciben por el programa de Medi-Cal que presta servicios a los jubilados, discapacitados, y a los niños y sus familias.

Esta extensión tiene un valor de $1,500 millones de dólares para el presupuesto estatal de California.

Nos sentimos muy animados de escuchar a la presidente Pelosi mencionar que ella espera que esto sea aprobado para fines de mes.

También trabajamos con nuestros socios federales sobre como implementar la reforma de salud en nuestro estado para que los californianos comiencen a tomar ventaja de las extensas opciones de cobertura médica y revolucionarias protecciones al paciente lo antes posible.

California esta claramente en una crisis de salud, y las nuevas protecciones en esta legislación, que incluye la prohibición de la práctica de negar cobertura por una condición preexistente, son parte vital de nuestra recuperación económica.

A nivel estatal, el trabajo continúa con una legislación que presenté para que los californianos tomen ventaja de la nueva y extensa cobertura de salud y protecciones al paciente.

Obviamente a nivel estatal la creación de empleos sigue siendo nuestro principal enfoque y puedo comunicarles con mucha satisfacción que nuestras reuniones de esta semana en Washington demuestran que tenemos un socio fuerte en estos esfuerzos.

SACRAMENTO - Assembly Speaker John A. Pérez (D-Los Angeles) and Senate President pro Tem Darrell Steinberg (D-Sacramento) today announced they will meet Health and Human Services Secretary Kathleen Sebelius, White House officials and Congressional leaders in a series of meetings in Washington D.C. next week to continue their work at increasing federal funding for California.

“California, like the rest of the country, continues to suffer the devastating consequences of the greatest economic collapse since the Great Depression,” Steinberg said. “After slashing more than $30 billion from our state budget, we must look to avoid draconian cuts this year if we expect to expedite California’s economic recovery or create more jobs for Californians.  It is absolutely vital that our federal partners do everything possible to help our state and our people weather this recession.”

“The purpose of this trip is to work with our partners in the California Congressional delegation and the Obama Administration to identify areas where we can jointly alleviate some of the external pressures on our budget situation,” said Pérez. “We will also be meeting with officials and the delegation to discuss the implementation of federal health insurance reform to ensure Californians can begin to take advantage of the coverage expansions and patient protections.”

As California seeks to close a $20 billion budget shortfall, Steinberg and Pérez will emphasize to California’s Congressional delegation how federal funding for state investments is critical to helping close the budget gap, mitigating further erosion in key programs and infrastructure, and assisting California to economic recovery. Among the key items they will lobby for is an extension of the enhanced Federal Medical Assistance Percentage (FMAP) for the state’s Medi-Cal and child welfare programs.

Following a trip in January with the Governor and legislative leaders, California received $675 million in financial relief by enhanced Federal Medical Assistance Percentage (FMAP) reimbursement rates for Medicare Part D clawback payments.

Sacramento - Assembly Speaker John A. Pérez (D-Los Angeles) today provided a preview of significant legislation he is carrying that will strengthen the state’s healthcare workforce and ensure millions of Californians benefit from President Obama’s healthcare reforms. The Speaker is expected to testify on his bills in Assembly committees today.

“This legislation will help ensure that individuals and small businesses in California can benefit from federal healthcare reform, and we’re making sure California law includes the necessary changes to bring in new resources made available by the President’s reforms,” Pérez said.  “I’m also pleased to be working to help provide the highly-trained healthcare workforce we will need in the coming decades by moving to get rid of the bottleneck in nursing and allied health students training and accelerating the training program for these students.”

AB 2385, to be heard before the Assembly Committee on Higher Education, would create a pilot program at five community college campuses throughout the state aimed at accelerating the training of healthcare workers from two years or more to 18 months or less. California’s community colleges train 70 percent of nurses statewide but cannot keep up with the growing demand for nurses and allied health professionals.

AB 1602, to be heard before the Assembly Committee on Health, would enact key health insurance consumer protections that take effect in six months, as provided in the recently passed federal health reform law, and establishes in 2011 the state health insurance exchange where individuals can claim their federal premium and cost sharing subsidies and small businesses gain large group purchasing power.

Specifically, the bill:

  • Extends dependent coverage to age 26
  • Eliminates lifetime limits in the individual and group markets
  • Eliminates annual limits in the individual and group markets without the permission of the U.S. Secretary of Health and Human Services
  • Eliminates cost sharing (co-pays, deductibles) for certain recommended preventive services, screenings and immunizations, such as breast, cervical and colorectal cancer; childhood immunizations; HIV/AIDS
  • Eliminates pre-existing condition exclusions for children
  • Establishes the California Health Benefit Exchange effective January 1, 2011, and provides it authority to start planning activities and accept available federal dollars
  • Provides the Exchange the necessary authority to set up the new, more organized insurance marketplace where eligible individuals can claim their federal tax subsidies towards health insurance

Also to be heard before the Assembly Committee on Health is the Speaker’s AB 2352, which would save lives and taxpayer money by providing organ transplant patients with 2 years of anti-rejection medication under Medi-Cal if alternative coverage from Medicare or private insurance is not available.

Hello, this is Assembly Speaker John Pérez.

Recent upswings in national jobs numbers and the stock market are promising signs for our economy.

But California is still recovering far too slowly.

Our struggling housing market is, of course, a major part of what’s slowing us down.

Recognizing this, the Assembly is working to help homeowners stay in their homes and to help homebuyers get into the housing market.

We’ve also passed a bill this week that helps tens of thousands of California taxpayers who had to utilize short sales and other tools because of the recession and foreclosure crisis.

It prevents these taxpayers from being swamped by unexpected tax debt just when their heads are coming up above water.

With the Obama Administration making additional resources available, there are even more things that we can do to help.

The Hardest Hit Housing Market program will provide California with up to $700 million in federal foreclosure prevention funds beginning as early as May.

We must utilize these funds quickly and effectively.

The Assembly has reached out to the hard hit Central Valley, the Inland Empire, San Diego and other areas struggling for ideas.

Now, in working with the California Housing Finance Agency on ways to implement the funds, we’re relaying the message that we’ve heard time and again from neighborhood to neighborhood.

Everyone must be involved, from those who know what it’s like to go through the foreclosure crisis to those with the resources to protect against it.

We have to leverage the new funds, bringing in banks and private sector investment to maximize available dollars.

Homeowners must be provided a variety of information and the tools they need to avoid foreclosure.

We can also do more to help with counseling and mediation services to find alternatives to foreclosure.

Fuentes indica que además de aprobar una legislación que ayude a los californianos a comprar una vivienda, y evitar los embargos como también la deuda tributaria debido a una venta de tiempo corto, la Asamblea se ha dado la tarea a nivel estatal de conocer las realidades para usar rápida y efectivamente los 700 millones de dólares en fondos federales para evitar los embargos que comenzarán a llegar a California el mes de mayo.

La reciente mejoría en los números del empleo a nivel nacional y de la bolsa de valores son señales prometedoras para nuestra economía.

Pero California todavía se recupera muy lentamente.

Nuestro agobiante mercado de la vivienda es, de todas maneras, el mayor problema de nuestra lentitud.

Reconociendo esto, la Asamblea trabaja para ayudar a los dueños de casa a no perder sus hogares y crear las condiciones para que más personas tengan acceso al mercado habitacional.

Hemos pasado una propuesta de ley esta semana que ayudará a decenas de miles de contribuyentes Californianos que han tenido que utilizar ventas cortas y otros métodos por causa de esta recesión y la crisis hipotecaria.

La medida evita que la deuda inesperada de impuestos perjudique a los contribuyentes cuando apenas se recuperan económicamente.

Con la administración Obama otorgando recursos adicionales, existe la posibilidad de hacer mucho más de lo que se ha hecho hasta el momento.

El programa “The Hardest Hit Housing Market” otorgará a California casi $700 millones de dólares en fondos federales para prevenir más embargos a partir de los primeros días de mayo.

Nosotros debemos usar estos fondos de forma eficaz y rápida.

La Asamblea se ha contactado con las áreas más afectadas del Valle Central, de Inland Empire, San Diego y otras regiones para recaudar ideas.

Ahora, trabajando con la Agencia de Financiamiento de la Vivienda de California en formas para usar estos fondos, nosotros transmitimos el mensaje que hemos escuchado una y otra vez de vecindario en vecindario.

Todos debemos estar envueltos, desde aquellos que saben lo qué es ser embargado hasta aquellos que cuentan con los recursos para protegerse de ellos.

Nosotros debemos potenciar los nuevos fondos, invitando a los bancos y al sector privado a maximizar los dólares disponibles.

A los dueños de casa se les debe proporcionar una variedad de información y herramientas necesarias para evitar los embargos.

También creo que podemos hacer más con los servicios de asesorías y mediación para entregar alternativas a los embargos.

Y eso incluye la posibilidad de aumentar la posibilidad de un seguro donde las familias que confrontan la perdida del empleo puedan permanecer en sus viviendas.

Fuentes notes that there is still time to mail in census forms and that because the Census Bureau keeps the information confidential and does not share it with anyone, no California resident should fear participating in the census.

Transcript:Hello, this is Assemblymember Felipe Fuentes, Chair of the Assembly Select Committee on the Census.

National Census Day was April 1st, but Californians still have time to fill out this simple but very important questionnaire.

Census forms postmarked throughout April and beyond will be accepted and will help us avoid costly visits Census staff would have to make to homes beginning in May

There is no other civic act that impacts our state and local communities like returning your census form.

It will decide whether or not California will receive its fair share of the 400 billion dollars of federal funding that is given out to states each year for the next ten years.

The census will decide if schools will be properly funded, hospitals have the resources to care for the sick and elderly, and whether or not our roads and bridges will be safe for Californians.

This very important count will also be used to decide how many congressional representatives we will have in Washington DC.

It’s important for all Californians to know that any information you give the US Census Bureau will be kept confidential and will not be shared with anyone.

No resident in our state should fear participation in the census because of their legal status.

Even though the census will have a huge impact on our state, it is very easy to participate in.

There are ten simple questions to complete and return and the Census Bureau’s toll free help line is in English at 866-872-6868 and in Spanish at 866-928-2010.

El día nacional del Censo fue el primero de abril, pero los californianos todavía tienen tiempo para llenar el simple pero muy importante cuestionario.

This week the Legislature approved two important job creation measures that start putting Californians back to work.

One bill provides a $10,000 tax incentive on the purchase of a new home that will create construction jobs for new homebuilding.

The incentive can also be used by first time homebuyers to purchase pre owned homes, helping our housing market rebound.

The other bill we passed provides a tax credit that helps create new jobs for manufacturing of green technology products.

This investment will help spur development of California’s green economy.

I’m proud we’ve been able to pass these measures that start creating the jobs we need.

However, they represent only a down payment on the policies we need to turn our economy around.

The Legislature will continue to work with Californians throughout the state on creating the jobs we need to get out of this recession.

Cooperation and bi-partisanship, not partisan gridlock, is essential if we’re going to help every Californian succeed.

Esta semana la legislatura aprobó dos propuestas de ley muy importantes enfocadas en empleos y en poner nuevamente a trabajar a los californianos.

Una propuesta provee un crédito en los impuestos de $10,000 para la compra de un nuevo hogar, ayudando así a que la industria de la construcción genere empleos.

El crédito también puede ser usado por aquellos que nunca han sido dueños de casa y compran una casa usada y ayudan a las comunidades a restablecerse.

La otra propuesta provee un crédito en los impuestos que ayuda a crear nuevos empleos en la producción de productos relacionados con la tecnología verde.

Estas propuestas representan una inversión para el desarrollo de la economía verde en California.

Yo estoy muy orgulloso de que logramos aprobar estas propuestas que empiezan a crear los empleos que tanto necesitamos.

Pero, estas propuestas son solo el primer paso en nuestra meta de revitalizar la economía del estado.

SACRAMENTO – As part of Assembly Speaker John A. Pérez’s efforts to create jobs and help homeowners in California, the Assembly today passed legislation to provide $10,000 tax credits to buyers of new and pre-owned homes and to provide a sales tax exemption on the equipment manufacturers buy as they expand green business in California.

“Today, the Legislature approved two important job creation measures that put Californians back to work,” said Speaker Pérez.  “One bill will help put construction workers back to work by providing tax incentives to first-time homebuyers, spurring the construction of new homes and the sale of existing housing stocks while the other will spur the development of the green economy by exempting the manufacturing of green technology products from sales tax. These measures will help get Californians working again, but they only represent a down payment of the kinds of job-creation policies the Legislature needs to enact to get California out of this recession.
