AB 381: Part-Time Faculty SDI, Chapter 437 – Statutes of 2009
AB 381 provides part-time community college faculty within a bargaining unit the ability to elect as a group to participate in the California State Disability Insurance Program (SDI). Previously, part-time faculty were not eligible and lacked adequate coverage to financially protect them when faced with a non-work related short term disability.

AB 628: Pay-by-Plate Toll Roads, Chapter 459 – Statutes of 2009
AB 628 permits toll roads operating in California which already use vehicle identification cameras for recording toll violators to begin using the same technology for payment of normal toll rates. AB 628 authorizes valid California vehicle license plates as a permissible means to collect normal toll rates. This is in addition to current cash, transponder, or other electronic toll payment devices.

AB 667: Fluoride Varnish Applications, Chapter 119 – Statutes of 2009
AB 667 clarifies who may apply fluoride varnish once it has been prescribed by a dentist or physician in order to expand its use in public and school-based health programs to prevent and control dental disease.

AB 995: Tissue Banks, Chapter 497 – Statutes of 2009
AB 995 exempts licensed physicians or podiatrists from registering as a California tissue bank, if they keep a medical device or biologic product in their office for more than 24 hours before implanting or applying the product to their patient.

AB 1005: CPA Transparency, Chapter 378 – Statutes of 2009
AB 1005 directs the California Board of Accountancy to broadcast each of its board meetings live on its Internet Web site. This bill requires the Board to post on its Web site notice of any formal accusation filed by the Board against a licensee. AB 1005 seeks to implement two reforms to ensure the regulation of accountants is transparent and that the people of California have complete access to the California Board of Accountancy meetings. This is required to hold the board accountable to the public and protect the financial interests of the citizens of this state.

AB 1317: Egg Donor Warning, Chapter 1317 – Statutes of 2009
AB 1317 requires a warning in all advertisements for oocyte (egg) donation associated with the delivery of a fertility treatment. The warning would inform patients that there are potential health risks associated with human egg donation and advise consulting with their own physician.

AB 24: Feasibility Study CSU Campus Chula Vista
Called for a feasibility study for a San Diego State University satellite program, and ultimately, an independent CSU campus, in the City of Chula Vista. Study to be paid for with private funding.

AB 374: High School Dropout Consent Bill
In an effort to reduce the number of high school drop outs, AB 374 would have required California public schools to obtain written consent from students and their parents or guardians if the student intends to withdraw from high school (drop out). This consent form could have informed students and their parent or guardian of the negative consequences of not finishing high school, and inform them of alternative educational opportunities. AB 184: Small Business Loan Guarantee Program
Eliminates certain provisions in the State Budget that had effectively shutdown the state's highly successful Small Business Loan Guarantee Program.

AB 347: Penalty Non-Compliance with Tax Audits
Will allow the CA Board of Equalization (Board) to impose a 25 penalty when a taxpayer fails or refuses to timely or adequately furnish any information requested by the Board during an examination or audit engagement, unless the failure is due to reasonable cause and is not due to willful neglect. AB 347 would create a monetary disincentive for taxpayers to stall or delay during the audit process. This would accelerate the audit revenue stream and reduce the time the Board spends on each audit. By reducing the time spent on any given audit, the Board will be better able to allocate its resources to generate additional revenue and reduce expenses.

AB 416: DD Registry
Currently there is no available registry that would list all individuals reported for abuse within the state-run organization. AB 416 would require care providers to report any substantiated case of abuse by a direct service workers towards those they are responsible for.

AB 497: HOV Lanes for MDs
This bill would permit a physician to travel in HOV lanes when they are responding to an emergency call, if the physician displays the insigne approved by the Department of Motor Vehicles.

AB 843: Adverse Actions and State Managerial Employees
Existing law prescribes procedures for taking action against state employees that is different from the course of actions prescribed for managerial employees. Currently, when a managerial state employee is subject to adverse actions intended to dismiss or demote the employee, the burden of proof is placed upon the employee and it is presumed that the action taken against them is free from both fraud and bad faith. It is also presumed that the reasons stated for the disciplinary actions are true. AB 843 eliminates these provisions and equates the disciplinary treatment of state employees at every level to ensure fairness.

AB 970: Native Americans Instructional Materials
This bill will encourage the State Board of Education and the Curriculum Development and Supplemental Materials Commission to ensure that the history-social science framework, evaluation criteria, and instructional materials include information about Native Americans emphasizing California Native Americans, their sovereign governments and their relationship to California state government.

AB 989: Senior Insurance Protection
AB 989 would allow any senior harmed as a result of Insurance Code, Article 6.3 that protects seniors against deceitful conduct to file a civil action for damages. Providing individual elders with the right to enforce Article 6.3 would require no public funding and would help promote the Legislature’s objectives in enacting the protective measures for the elderly community in California.

AB 1013: Veterans Prison Assessments PTSD
Bill would require California Department of Corrections and Rehabilitation to conduct an interdisciplinary assessment of new inmates who have combat experience with the U.S. military or are on active duty, reserve, or national guard status.

AB 1157: CC Counselors: 52
AB 1157 will change the California Community College’s “50” classroom spending rule to 52 and will include counselors. Current state law mandates that 50 of district's current expense of education, as defined, be used for payment of salaries of “classroom instructors.”

AB 1244: Re-Entry Assistance for Inmates
Would create valid IDs for inmates being released so they can obtain jobs, housing, and other services.
Sponsors: San Diego District Attorney and United African-American Ministerial Action Council

AB 1507: Chrome Plating Pollution Prevention Program
The Department of Toxic Substances Control would be authorized to make grants to specified chrome metal plating facilities for pollution prevention improvements. This will assist dozens of chrome metal small businesses in California meet clean-up and disposal requirements and prevent environmental pollution.
