URBAN PERSPECTIVE - The homeless in our City of Angels should be on guard. There are no invisible force fields to protect them from harm when many walk past them as mirage. One can only wonder who has their backs.
The four murders of homeless people allegedly by Izcoatl Ocampo in Orange County signaled a humanity deficit. The serial killer story swayed from stressing the perils of homeless street life and casualties of seeded hate and focused more on capturing an armed and dangerous suspect. The untold story behind the serial killings is the tragic loss of life and constant threat of violence on the streets. The homeless victims suffered from vicious stabbings, cried for help, wallowed in their blood, were alone, and succumbed to the place that they considered home.
Assemblymember Bonnie Lowenthal to Host Small Business Town Hall
Assemblymember Bonnie Lowenthal, in conjunction with the Small Business Development Center at Long Beach City College, will host a Small Business Town Hall, focusing on resources available and state legislation that can help keep businessed afloat in a down economy. The seminar will be held this Friday, November 4, with a networking opportunity from 7:30am - 8:00am, and the program from 8:00am to 9:30am. It is being held at Long Beach City College, Building T, at 4901 E. Carson St.

With the memory of San Diego County’s recent blackout still fresh in the minds of many Southern Californians, Gov. Jerry Brown signed AB946. The new law will provide funding for Los Angeles County to build a regional radio system so first-responders can coordinate their efforts during a disaster. Assemblymember Bonnie Lowenthal, the Legislature’s point-person on emergency management, wrote the bill which earmarks $270 million in federal grants for a first-responder emergency radio system.

Bill to revive plan for L.A. County emergency system OKd
State lawmakers passed an emergency bill Friday that would resurrect a troubled plan to build an emergency communication system in Los Angeles County for police and fire agencies.
The project, which is estimated to cost around $600 million to $700 million, derailed last month after three years of planning, when county lawyers belatedly realized the nearly completed contract negotiations to build the complex system violated state rules on how contracts for publicly funded projects must be structured and awarded.

Lawmakers zipped a last-hour bill through the state Legislature on Friday to save more than $270 million dollars in federal grants for a regional emergency radio network.
The bill sponsored by Assemblywoman Bonnie Lowenthal, D-Long Beach, gives Los Angeles County officials another chance at writing contracts for the Los Angeles Regional Interoperable Communications System, known as LA-RICS.
Bill seeks to save emergency system
Government officials in Los Angeles and Sacramento are scrambling to save more than $270 million in jeopardized federal grant funding for a regional emergency communications network.
Estimated to cost at least $600 million, the Los Angeles Regional Interoperable Communications System, or LA-RICS, would allow the more than 34,000 first responders in the region to talk to one another during a major emergency.
