Assembly Approves Bill Easing Commutes for Clean Car Drivers

(SACRAMENTO, CA)— The California State Assembly approved legislation authored by Assemblymember Bob Blumenfield (D-San Fernando Valley) that rewards Californians for purchasing clean or zero-emission vehicles by giving them a pass for congestion free commuting on highway carpool lanes or carpool lanes converted to toll roads.

Assembly Bill (AB) 266 passed with a 49-22 vote and moves to the State Senate for further review.

“We won’t make a dent in our clean air and climate goals without getting more of these cars on the road,” said Blumenfield.  “With more clean cars than ever coming off the production line, this is an exciting time in the clean car industry.  We must support it and the consumers making greener choices by keeping this program up and running.”

Blumenfield Comments on Passage of on-time State Budget

(SACRAMENTO, CA)  Assemblymember Bob Blumenfield (D-San Fernando Valley), Chair of the Assembly Budget Committee, issued the following statement in conjunction with the State Legislature’s passage of an on-time, balanced budget for California.

“This budget maintains our commitment to fiscal stability, invests in the middle class, and improves critical services. It marks a turnaround in California’s finances from record deficits to structural surpluses. This budget is based on the most conservative revenue estimates available, and it responsibly pays down our debts and saves money for a rainy day. It also lays the groundwork for more Californians to share in our economic recovery through investments that make our schools more effective, college more affordable for middle class families, and health care available to a million uninsured Californians....

Blumenfield Comments On Governor Brown’s May Budget Revision

(SACRAMENTO, CA)  Assemblymember Bob Blumenfield (D-San Fernando Valley), Chair of the Assembly Budget Committee, issued the following statement in response to today’s release of Governor Jerry Brown’s May Budget evision.

“Our economy is showing signs of recovery but our budget is sending us mixed signals.  The modest surplus we now possess took a lot of sacrifice to obtain and we cannot squander it.  With many Californians still out of work, this budget is not just about paying down debt and saving money for a rainy day.  It is also about growing our economy and broadening opportunities for Californians to succeed through education and a better environment for small business.  The Assembly Democrats have a blueprint for balancing our commitment to fiscal stability with laying the groundwork for long term prosperity.  And, we will pursue it as we reach the home stretch to craft a responsible, on-time budget.”

A preliminary Assembly Budget Committee analysis of the May Revision proposal will soon be available later today at http://abgt.assembly.ca.gov/.

 

Blumenfield Comments on Brown's Budget, Releases Review of Proposal

(SACRAMENTO, CA) Assemblymember Bob Blumenfield (D-San Fernando Valley), Chair of the Assembly Budget Committee, issued the following statement to accompany the release of his committee's initial review of Governor Jerry Brown's budget proposal that was introduced today in the State Legislature. Brown's $97.6 billion spending plan for the 2013-2014 fiscal year came with an announcement that California's deficit is now gone.

"It's not time to roll out a 'Mission Accomplished' banner yet but today's news gives Californians a reason to hold our heads high and put dunce caps on our state's critics. For years, California has been the butt of jaded jokes and called a lost cause. Yet, we are emerging from the grip of financial crisis and keeping the California dream alive. Great sacrifice has brought us financial stability and it cannot be squandered.

New Incentives to Buy Clean, Zero Emission Cars

(Pasadena) - Starting in 2013, three new laws authored by Assemblymember Bob Blumenfield (D-San Fernando Valley) will make it easier for Californians to buy, fuel, and commute in cleaner, greener cars. "Green living is the future," said Assemblymember Blumenfield. "We must encourage Californians to buy cars with a smaller impact on our environment in order to clean our air and confront climate change. These new laws will help put more clean cars on the road, reduce our impact on the environment and keep good green jobs in California." Learn more in this Assembly Access Video.

 

New Bill Requires Voter OK for LA to Abandon Sidewalk Repair Costs

(SACRAMENTO, CA)  State Assemblymember Bob Blumenfield (D-San Fernando Valley) introduced legislation today requiring Los Angeles voters to approve any move by the City of Los Angeles to repeal provisions of its curb and sidewalk repair ordinance and shift more repair costs to homeowners and business owners.  It is his first bill for the new legislative year.

“Thousands of Angelenos have contacted me to support this bill,” said Blumenfield.  “Our community needs safe sidewalks.  But we need to be honest about what it means for the city to shift a $1.5 billion repair bill to homeowners.  It’s a bailout and an awfully big one at that.”

(SACRAMENTO, CA) - Governor Jerry Brown signed a package of legislation today authored by Assemblymember Bob Blumenfield (D-San Fernando Valley) to make clean car ownership a more affordable and practical choice for Californians.

(SACRAMENTO, CA) -  Governor Jerry Brown signed legislation today authored by Assemblymember Bob Blumenfield (D-San Fernando Valley) enabling California to receive financial bonuses from the federal government worth tens of millions of dollars for discovering and convicting contractors who defraud the government.

Governor Signs Bill to Expand Online Education, Curriculum Choice

(SACRAMENTO, CA) - Governor Jerry Brown signed legislation today authored by Assemblymember Bob Blumenfield (D-San Fernando Valley) to expand the availability of online classes in high school by eliminating financial obstacles faced by school districts.

“California is the capital of the high-tech economy but we have trailed other states in online education,” said Blumenfield.  “By signing this bill, the governor has unleashed our know how to provide a better education for our kids who grow up using more technology than ever.  We can finally work towards becoming a leader in online education.”

Governor Signs Bill to Keep State Parks Open, Improve Management

(SACRAMENTO, CA)—  Governor Jerry Brown signed legislation authored by Assemblymember Bob Blumenfield (D-San Fernando Valley), Chair of the Assembly Budget Committee, that places a moratorium on state park closures, provides new funds to keep state parks open, and reforms state park management.

“Our parks are our heritage and they belong to every Californian,” said Blumenfield.  “By signing this bill, the governor has ensured that all of our parks will stay open to be enjoyed.”

Governor Signs Bill for New Human Trafficking Prosecution Tools

(SACRAMENTO, CA) - Governor Jerry Brown signed legislation authored by Assemblymember Bob Blumenfield (D-San Fernando Valley) to provide prosecutors with stronger tools when seeking restitution for human trafficking victims.

“Trafficking is slavery and, unfortunately, it’s big business,” said Blumenfield.  “We need all hands on deck to confront trafficking.  Now, the perpetrators of this despicable crime cannot game the system and keep their money when caught and convicted.  Justice will come for victims.”

Governor Signs Bill Targeting Insurance Links to Iran

(SACRAMENTO, CA)—  Governor Jerry Brown signed legislation today authored by Assemblymembers Bob Blumenfield (D-San Fernando Valley) and Mike Feuer (D-Los Angeles) to reduce investments by California-based insurers in companies with financial ties to Iran’s energy sector, over the objections of the insurance industry.

“We have built a consensus that California must take a stronger stand for peace by confronting Iran’s reckless and repressive regime,” said Blumenfield.  “It has taken years getting to this result but we persevered because our cause is right and just.  By signing this bill, the governor has expanded California’s efforts to reduce resources that would aid Iran’s ambition to develop nuclear weapons.”

Governor Signs Bill to Fight Insurance Fraud

(SACRAMENTO, CA)—Governor Jerry Brown signed legislation today authored by Assemblymember Bob Blumenfield (D-San Fernando Valley) to help district attorneys prosecute insurance fraud.

“These funds are a huge shot in the arm for prosecutors,” said Assemblymember Bob Blumenfield (D-San Fernando Valley).  “Health insurance fraud is on the rise, leading to higher premiums for all of us.  Unfortunately, fraudulent claims are increasing and there are frequently insufficient funds to investigate and prosecute these claims.  The governor helped turn the tide by signing this bill.”

Governor Signs Bill Tightening Mobile Billboard Restrictions

(SACRAMENTO, CA)—  Governor Jerry Brown signed legislation authored by Assemblymember Bob Blumenfield (D-San Fernando Valley) to tighten mobile billboard restrictions and strengthen the City of Los Angeles’ enforcement of its local ban.

“People want these dangerous and ugly signs gone,” said Blumenfield.  “By signing this bill, the governor will help Los Angeles shut down the remaining mobile billboard operators who distort the law and tie up the city with frivolous lawsuits.  People are tired of this game and this bill puts the city on top.”
