Middle Class Scholarship Act is a Win-Win for California and Students
(Sacramento) – The struggling economy and massive tuition and fee hikes over the past ten years at CSU, UC and community colleges in California are punishing family budgets, causing students to incur a mountain of debt or, in some cases, eliminating their plans for a higher education. To reverse that trend Assemblymember Mike Feuer (D-Los Angeles) is joining Assembly Speaker John A. Pérez (D-Los Angeles) in an effort to pass the Middle Class Scholarship Act (www.middleclassscholarship.com). The measure will reduce the cost of attending a CSU, UC or community college by two-thirds, saving thousands of students thousands of dollars every year. Assemblymember Feuer says the Middle Class Scholarship Act is an investment that helps the students, their families, their communities and the entire state. Feuer Responds To Prop 8 Decision
February 7, 2012 (Sacramento) – Assembly member Mike Feuer (D-Los Angeles) has responded to the federal appeals court opinion that Prop 8 is unconstitutional:
“Today, a federal appeals court upheld our most cherished constitutional principle, that all Americans are equal under the law. The court declared that none of our friends or neighbors should be singled out by the government and told they are not allowed to marry the person they love. Unfortunately, this decision is likely to be appealed, so Californians who believe in fairness and equality must not rest until the discrimination compelled by Proposition 8 is eliminated once and for all.”
AB 1276 - Closing Punitive Damages Tax Loophole
When corporations engage in "oppressive, fraudulent or malicious" misconduct and are required to pay punitive damages, they can deduct these damages as a "business expense." This outrageous loophole allows bad acting corporations to shirk responsibility for their despicable actions. Worse, it removes corporations' motivation to start following the law. Especially at a time when all Californians are being called upon to make significant sacrifices, individual taxpayers and responsible businesses should not subsidize such egregious misconduct.
My Assembly Bill 1276 closes this tax loophole, restoring corporations' incentive to act according to the law. But because it changes tax law, the measure requires a two-thirds vote of the legislature.
Feuer Introduces Resolution Urging Congressional Passage Of The Los Angeles Residential Helicopter Noise Relief Act Of 2011
Measure Would Require the Federal Aviation Administration (FAA) to Issue Regulations
January 24, 2012 (Sacramento) – Today Assembly Member Mike Feuer (D-Los Angeles) introduced Assembly Joint Resolution 25 urging Congress to pass the Los Angeles Residential Helicopter Noise Relief Act of 2011 (H.R. 2677 and S. 2019). If passed, the resolution would signal the California State Legislature’s support of the federal measure.
H.R. 2677, sponsored by Representative Howard Berman and co-sponsored by Representatives Brad Sherman, Henry Waxman and Adam Schiff, and S. 2019, sponsored by Senator Dianne Feinstein and co-sponsored by Senator Barbara Boxer, would require the FAA to issue regulations relating to helicopter flight paths and altitudes.

January 5, 2012 (SACRAMENTO) – Yesterday Assembly Member Mike Feuer (D-Los Angeles) introduced legislation to rein in abusive practices of the “Buy Here, Pay Here” car loan industry. AB 1447 increases transparency of vehicle sales prices, encourages sellers to make fair deals with buyers, and protects buyers from harassment and invasions of privacy.

January 4, 2012 (SACRAMENTO) – Today Assembly Member Mike Feuer (D-Los Angeles) introduced legislation under the California Environmental Quality Act (CEQA) to streamline new urban public rail transit infrastructure projects. AB 1444 would encourage such construction projects and get Californians back to work.

January 4, 2012 (Sacramento) – Today Assembly Member Mike Feuer (D-Los Angeles) joined with the Children’s Advocacy Institute to introduce legislation requiring the employees of higher education institutions to be mandated reporters, helping ensure that child abuse on college campuses is detected and reported to law enforcement. The bill responds to the shocking and tragic allegations at Penn State, where campus employees and administrators failed to report multiple claims of abuse.

January 4, 2012 (SACRAMENTO) – Today Assembly Member Mike Feuer (D-Los Angeles) introduced a constitutional amendment authorizing school districts to approve a parcel tax on property by a 55 percent vote of the voters in the district. Currently, districts may place parcel tax proposals on ballots, but approval requires an extraordinary 2/3 majority vote.

The new law, authored by Assembly Members Mike Feuer (D-Los Angeles) and Bob Blumenfield (D-San Fernando Valley), will enhance California’s current divestiture law and bring new levels of transparency and accountability to California's public pension funds, helping ensure that taxpayer dollars do not go toward investing in companies that do business with Iranian energy interests.

New Law Extends Financial Protections for Medi-Cal's Long Term Care Benefit to Same Sex Spouses and Registered Domestic Partners
December 27, 2011 (Los Angeles) – A new law by Assembly Member Mike Feuer (D-Los Angeles) will provide same sex spouses and registered domestic partners of nursing home residents the same financial protections available to opposite sex married couples. Without these protections, Californians in same sex relationships would risk losing access to joint financial resources, such as bank accounts or stock, when their partner or spouse applied for the Medi-Cal long term care benefit. The new law takes effect on January 1, 2012.

AB 1344 Addresses Abuses in the City of Bell and Other Local Government Entities
December 27, 2011 (Los Angeles) – Assembly Member Mike Feuer’s AB 1344 will take effect on January 1, 2012. The new law will respond to several recent bribery, corruption and waste scandals that have shaken public confidence in the ability of local government to use tax payer funds ethically and transparently. The measure will institute good-government reforms that will ensure that taxpayers are better able to hold local government accountable for use of public funds, especially in providing for the compensation of local officials.
