A bill introduced by California Assemblymember Henry T. Perea (D-Fresno) is addressing ways to get the unemployed in on the state's high-speed rail project.
If passed, Perea's bill, AB 1523, would appropriate $2 million from the nearly $10 billion rail bond passed by voters in 2008 to fund a 3-year pilot project that would train a total of 400 clients in apprenticeship programs leading to referrals to building trades unions.
