Fong Legislation to Improve Enforcement of Ethics Laws Passes Appropriations Committee

Both Bills Move to the Assembly Floor

SACRAMENTO - Assemblymember Paul Fong (D-Cupertino) announced that Assembly Bill (AB) 552, a measure to expedite the process for the Fair Political Practices Commission (FPPC) to collect unpaid fines and penalties and AB 1090, a measure to improve enforcement of the state's conflict of interest laws, passed the Assembly Committee on Appropriations and moves on to the Assembly Floor for a vote of the full Assembly. Both measures sponsored by the FPPC will aid the Commission's enforcement powers of state law.

Assemblymember Fong Recognizes Top High Schools in Assembly District 28

CAMPBELL—Today, Assemblymember Paul Fong (D-Campbell) recognized the top high schools located in Assembly District 28 named by U.S. News & World Report as the “Best High Schools” in California.

A total of five high schools in the 28th Assembly District ranked within the top 100 high schools in the 2013 California list. The schools include: Monta Vista High School, Lynbrook High School, Saratoga High School, Cupertino High School, and Los Gatos High School.

Fong Selects Campbell Optometric As “Small Business of the Year”

CAMPBELL—Assemblymember Paul Fong (D-Cupertino) has selected Campbell Optometric as the recipient of the “Small Business of the Year” award for Assembly District 28. Assemblymember Fong joined by Campbell Mayor Evan Low and Executive Director of the Campbell Chamber of Commerce Dave Perry presented Campbell Optometric owners Dr. Arthur Low, Dr. Rodney M. Lum, and Dr. Jane W. Lo with the award at their office in Campbell.

“The Small Business of the Year award was presented to the Campbell Optometric for their positive impact through their business, volunteerism and dedication to the community,” said Assemblymember Fong.  “I am honored to present this prestigious award to Campbell Optometric, not only for their successful small business, but their unwavering commitment and outstanding service to the community which deserves recognition.”

Fong Legislation to Improve Election Transparency Passes Assembly Floor

Bill Moves to Senate

SACRAMENTO—Today, Assemblymember Paul Fong (D-Cupertino) announced that Assembly Bill (AB) 400, a measure to increase transparency on ballot petitions passed the Assembly Floor.  AB 400 requires every initiative, referendum, and recall petition to include a listing of the five largest contributors in support of the measure.

“The initiative process has become one of the favorite tools of special interest groups to shape public policy,” said Assemblymember Fong. “It is essential that voters are informed with the most up to date and accurate information about the true backers of proposed ballot measures. This common sense reform will ensure greater transparency in our direct democracy system, while maintaining the integrity of the initiative process.”

Fong Bill to Assist Sanctioned Community Colleges Passes Committee

Two Bills Head to Appropriations Committee

SACRAMENTO— Assemblymember Paul Fong (D-Cupertino) announced that Assembly Bill (AB) 1199, a measure to assist community colleges facing accreditation sanctions, passed the Assembly Committee on Higher Education with bi-partisan support.

“California's Master Plan for Higher Education commits to ensuring access to all students,” said Assemblymember Fong. “However, some of our community college campuses have faced difficulties in fulfilling this promise due to accreditation sanctions and AB 1199 will assist these campuses by providing needed financial assistance.”

Two Bills Pass Committee on Elections and Redistricting

SACRAMENTO—Assemblymember Paul Fong (D-Cupertino) announced that Assembly Bill (AB) 552, a measure to expedite the process for the Fair Political Practices Commission (FPPC) to collect unpaid fines and penalties and AB 1090, a measure to improve enforcement of the state's conflict of interest laws passed the Assembly Committee on Elections and Redistricting.  Sponsored by the FPPC, both measures will aid the Commission's enforcement powers of state law.

“The Fair Political Practice Commission is responsible for enforcing the state's most important public ethics law, the Political Reform Act,” said Assemblymember Fong. “It is essential that the FPPC has the necessary tools to implement the law and both measures will give them this authority to uphold the intent of the Act.”

Fong Legislation to Reform the Initiative Process Passes Committee

SACRAMENTO—Assemblymember Paul Fong (D-Cupertino) announced that Assembly Bill (AB) 857, a measure to reform the initiative process, passed the Assembly Committee on Elections and Redistricting.  AB 857 requires initiative and referendum measures have broad-based community support in order to qualify to appear on the ballot.

“Over the last 30 years, the initiative process has become one of the favorite tools of well financed special interest groups to shape public policy,” said Assemblymember Fong. “This bill will ensure that the intent and integrity of our direct democracy is no longer undermined by requiring that initiative measures have true grassroots support.”

Fong Interagency Council on Homelessness Passes Committee

Approved with Bi-Partisan Support

SACRAMENTO—Today, Assemblymember Paul Fong (D-Cupertino) announced that Assembly Bill (AB) 998 passed the Assembly Committee on Housing and Development with bi-partisan support. AB 998 creates the Interagency Council on Homelessness (ICH) that will make California eligible to receive millions of dollars of federal money to address homelessness.

“California, with the highest homeless population in the country, will finally have the resources to coordinate efforts to help our foster youths, families and veterans find a secure and permanent home,” said Assemblymember Fong. “We need to act immediately to secure the millions of dollars of federal money that could go to helping people attain a basic necessity—a home.”

Assemblymember Fong Helps Students Make College More Affordable

Bill Passes the Assembly Committee on Higher Education

SACRAMENTO—Today, Assemblymember Paul Fong (D-Cupertino) joined by Assemblymembers Shirley Weber (D-San Diego), Sharon Quirk-Silva (D-Fullerton), Phil Ting (D–San Francisco), and over a hundred students from the UC, CSU, and California Community Colleges at the North steps of the State Capitol to announce legislation that would expand California's financial aid program.

“At a time when access to higher education is becoming more costly, expanding opportunities and increasing affordability to attend college is even more crucial, especially for our most disadvantaged students,” said Assemblymember Fong.  “My measure, Assembly Bill (AB) 1285 will expand access to higher education and allows our lowest income students to attend the college of their choice.”

Assemblymember Fong Honors Women of the Year at Luncheon Reception

Presents Certificate of Recognition to Each Honoree

CAMPBELL—Assemblymember Paul Fong (D-Cupertino) had at luncheon at Pacific Catch in Campbell to recognize and congratulate the 28th Assembly District 2013 Women of the Year honorees.  This year’s outstanding recipients of the this distinguished recognition are: Juliet Tiffany-Morales, Board President of Campbell Union School District; Beverly Lenihan, Non-Profit Leader and Rotarian in Cupertino; Councilmember Diane McNutt of Los Gatos; Gay Patin Brasher, Teacher at Leland High School in San Jose; Chevonne Johst, Education Leader & Small Business Owner in San Jose; and the Mayor Jill Hunter of Saratoga.

“I am proud to acknowledge and commend these committed and inspiring women that are role models in our community,” said Assemblymember Fong.  “These individuals are truly the unsung heroes that demonstrate leadership and dedication to serve our community, and deserve to be recognized by all.”

Assemblymember Fong Introduces Legislation to Assist Community Colleges

Bill Would Aid Community Colleges Facing Accreditation Sanctions

(Sacramento) - Today, in front San Francisco City Hall, Assemblymember Paul Fong (D-Cupertino) joined by Assemblymembers Tom Ammiano (D–San Francisco) and  Phil Ting (D-San Francisco), Joshua Pechthalt, CFT President, Alisa Messer, President AFT Local 2121, community leaders, and faculty and students from City College San Francisco to support Assembly Bill (AB) 1199.  This measure will assist community colleges facing accreditation sanctions by creating a stabilization formula for enrollment-related funding losses for any community college forecasting a reduction in current year enrollment.

“California's Master Plan for Higher Education commits to ensuring access to all students,” said Assemblymember Fong. “However, some of our community college campuses have faced difficulties in fulfilling this promise due to accreditation sanctions. AB 1199 will assist these campuses by providing needed financial assistance, should they seek it, to maintain the state’s trust with our students of the vision of the Master Plan.”

Fong Named Chair of Select Committee on High Technology

SACRAMENTO—Assemblymember Paul Fong (D-Cupertino) announced today that he has again been named the chair of the Assembly Select Committee on High Technology.  The committee will serve as a tool to keep California competitive in the global market regarding innovation in the high tech sector, keeping up to date on the latest technological developments, and preparing our future workforce.

“The Silicon Valley continues to lead the world in innovation and advancement in the sector of high technology,” said Assemblymember Fong. “As Chair of the committee, I plan on continuing this trend to ensure that California and the Silicon Valley remains the capitol of high technology through cultivating innovation from our largest technological corporation, as well as small startups, and focusing on advancing cutting edge technological products to market.”
